How to do app configuration in SAP ERP system for Agentry development

Hi Experts,

I am trying with this sample app How-to Build an Agentry based mobile app from scratch connecting to an SAP back-end Part1 by Alexandra Linde-Dunmire and i got stuck at page No 23 Create Application Configuration in SAP ERP back-end. I am not understanding what all has to be installed at SAP level. Is this something related to SAP Framework Foundation? Please share some steps.

I came across this document  SyBooks Online where it says about some SAP ABAP Add on.  My another query: Is this has to be installed at SAP system or netweaver gateway system. I am confused with "NW" word.
